Catching them and dragging them to their house is the best answer for everyone. It solves your problem, it gets a parent involved, it teaches the kid you are not to be messed with. Later on the kid will respect your approach because it worked.
Happened to me and my brother when I was 7 or 8 and we'd run through this lady's yard and knocked down 3 or 4 garden gnomes. That lady popped up around the corner and grabbed both of us by our shirts and hauled us back home. Man it sucked, and our mother was mellow (boys will be boys), but she made a point to yell "Just wait til your father gets home!" and the lady was satisfied and stormed off to fix her toppled gnomes.
