why do scooters say UP TO 100MPG?

seriously when I slow my ass down to even 55MPH I can get 55-60MPG in my civic hybrid, the Prius would get better but before you say "hybrid duh" I'm talking non stop, cruise control set trips with no slowing down or speeding up on pretty flat land.

During these trips I have my wife and I + 2 kids and usually plenty of stuff for the kids to do for a day.

Now when I slow down to 45 MPH which is roughly your top scooter speeds I hit 65MPG easily. That's FULLY loaded... WTF? I'd gladly settle for slicing my gas engine in half and having like 500-600cc engine if it meant like a 40% boost in fuel economy. Sure it would be a bitch to get onto some freeways BUT if timed right and patient about it there's no problem at all.

My question is why do scooters get such "shitty" gas mileage for weighing nothing, no engine mass. Most scooters the person RIDING it weighs more than the scooter itself. Not to mention you can't even go reasonable speeds on them. Even these like ~300cc motorcycles are only good for like 70MPG why do these all seem so low?

It has to do with the weight ratio between the powertrain and the rest of the vehicle (including passengers/cargo).

ding ding ding... we have a winner... not to mention the fact that a chinese scooter that will do 60-65 mph only costs around $1200 as opposed to $22k for a new civiv...
