Turtle was maxes a tar and bug remover that works well. Also at a auto paint store you can get a product called "prep sol" think dupont, sherwin williams, and PPG all have a version of prep sol. Put it on a clean soft rag and rub it around. Get as much as you can off with that. Once its off you should take a new soft cloth and a scratch and haze remover polish and go back over the area like you would if you were waxing it. Mequires #7 works well for this, but lots of other products available too. I ran a bodyshop and a detail shop, plus did autoparts for years hehe.
