Most agnostics are NOT "unsure". People tend the wrong impression about agnosticism and say things like "They're people who can't make up their minds," or, "They just don't know if there's a God."

That's true in some cases, but in most cases, agnosticism is an active decision not to believe in anything that can't be proven. It's an understanding that the metaphysical, by the sheer fact of being metaphysical, is unexplainable and unprovable, and therefore has no merit in an intellectual debate.

And most are also atheists. I'm an atheist and an agnostic. I don't believe in God, but I believe it's important to keep my mind open to all possibilities, so that I can easily assimilate any new real data (as opposed to believers who reject solid data any time it conflicts with their beliefs... things like evolution).
