As it stands though .xxx is not about forcing people to only visit .xxx sites but rather about forcing US based porn to move to .xxx. In theory people would still be more than free to visit non-US based, non-.com porn sites. If your ISP decides to restrict this off of their own backs then you can simply change ISP. I've a feeling though that most ISP's won't be hurrying to do that.
Oh and living offshore does not excuse you from US laws either if you're a US citizen providing the service to people in the US. If you really want to move offshore and be 'safe' you'd better think about giving up US citizenship too.
