They were hardly in the stone age. They had sophisticated tools and cultures. They were the first to learn how to grow what is now the most important crop in the world. Having guns and a better immune system doesn't make another group part of the stone age.
As for Africa, we haven't tried to develop that at all. We just pillage it for their natural resources. Look at what the diamond companies have been doing. Look at what we do in Tanzania with their fish. It also has a much tougher time catching up because of the harsh climates and lack of transportation.
