Think of how they would get the money. Can they put in an address to send a check, use CCBILL, or Paypal? I don't think so.
Next think about the actual logistics of it. 1000 sites taking 1 million dollars a year. Or is it being sold via shops? Maybe it's blokes meeting in the pub and passing it under the table.
Now think of the production needed to supply a multi billion dollar industry. It's not tough to find 18 year olds, you just put an ad in the paper. How do you supply the content?
It's like every other scare tactic they use. Smoke a joint and you will end up a junky, don't eat your cabbage and you won't grow up to be big and healthy.

I think a lot of it's hype.
I heard a number of different reports on this. They supposedly are all over in websites, forums, p2p, and so on. My guess if they were making that much, is the memberships or cost are insane because of the increased risk.
A few reports said that you would see a site, and not know it's CP unless you are in this underground. On the outside, they look like a normal porn site. But the underground people supposedly know that the backend's the CP stuff. Or that it's hidden.
They also said they are trying to go after the processors for credit cards on these sites because that's the easiest way to get rid of them.
Regardless, it's disgusting.
