We have those IP's for quite a while. Assigned to US, not to a DC... like Rowan rightly suggested.
As for our ranking, we just opened our site a month ago or so, tough billing has not yet been " harmonized " to our look.
We do not sell SEO services, like I can make your site # 1 on google. We do not even go into debating the validity of this service. We just have it, so we offer it.
