It shouldn't be a painful experience at all. When moving over to us... your environment should be stable and tested before a live switch is made. Again, being a managed host... we take the "pain" out of it. Maybe we could discuss the billing issues you've had in the past when moving hosts... but a day of downtime certainly seems excessive to say the least. In the past did your new host work with the billing providers during the move? Planning on the part of your host is key to ensure things don't go awry.
