If you are serious and legit that shouldn't be a problem. IMO it's a pretty professional move and more sponsors should do it. It filters out noobs that waste the program's time and people involved in illegal activities.

that is so narrow minded

lots of noobs have a u.s. driver's license, how is that going to filter any of them out?

there are many people that don't live in the u.s. that don't have any of those three criteria, and it has nothing to do with "noobs" or "illegal activities"

I'm sure an international driver's license will do also. Plus you only have to provide one of the three things. So an ID or company certificate will do also, how can you not have those?
