How do I do this with photoshop?

filter,distort,polar coordinates. (i think)

use extract to knock out your photo,

use the stroke layer style on it,

place it on the background, which was probably made in Illustrator...

The background is a radial blur (the orange) behind a bunch of triangles that were duplicated, then a slight twirl filter was put on them.
