This is far to general of a statement to make much logical sense.
If the site has high authority, is on theme or relevance, and has strong weight to pass, it would still be 10 x's better? There is just way to many other factors that rank in importance other then whether the link is reciprocal or not.
Don't beleive everything you read, its never a case of better or worse, its always a "depends" case scenario. There is no right or wrong way, infact it will serve you best to utilize BOTH recips and one way links.
