Hard Drive manufacturers typically designate 1 GB to simply equal 1,000,000,000 bytes

RAM memory manufacturers typically designate 1 GB to equal 1,073,741,824 bytes

Programs often utilize both definitions above depending on the application, as well some others, such as 1 GB = 1,024,000,000 (1024 x 1,000,000 instead of 1,048,576) or the converse 1048576000(1000 x 1,048,576).

So to recap, in the world of computers a billion can be, though not necessarily limited to, any of the following:

1,000,000,000
1,073,741,824
1,024,000,000
1,048,576,000
