Any Photoshop experts?

I have a picture that I found online and want to know how to create the effects of the picture on some of my pictures. If anyone here is good at photoshop and can help me please drop your ICQ # so I can hit you up.

I'm not an expert, but if you post the photo, I'll try and tell you how to do it, or I'm sure someone else here who is an expert can help you...
