that's just it though.....strectching it is actually assuming what a person will use it for. it's not up to Ashhahahahaha to assume we will smoke weed out of a pipe or waterpipe. a pipe or waterpipe isnt illegal.....but once you smoke dope out of it and it has thc on it then it becomes illegal.
