Yep, thats exactly how it is though. Where I live in NY, we get 15% to 50% sunshine all year long. Far below national average. In Phoenix, AZ, you get rarely below 80% sunshine, far above the national average. So my state kicks in a lot to help compensate for the length of time it'll take for the system to pay for itself. Thats generally how the various rebates and incentives work.
In either case, it's an investment that never loses you money. Very few things can claim that. Each of us would "break even" at about the same time in theory.
