Because I want to see their work on our content, based on our requirements and specs. First step is to look at their own samples... if it doesn't fit my tastes they won't even have the trial with us.

I think it's a simple concept to give a chance to anybody interested and filtered at first, then pick from the one we think will do the best job on the long run. Plus, they get paid anyway.
