vBulletin is a good choice. They have good support and plenty of options for customizing it to fit your needs.

Ironically, I've just finished creating a place I think you might like.
You can see it by visiting my site and clicking on 'forums' (or else
simply adding '/forums' after the url in my sig line).

If you like, I can create a forum for you (like the 'uraniumsydney.com'
forum at the bottom) and you can send your members here -- free
of charge, of course. If we do this, I can set you up as the mod
of the forum.

1. No programming;
2. No maintenance of software;
3. Mod the forum when you feel like it, otherwise, I'll moderate it
along with the others (according to the rules you set).

PHPbb is excellent and free.

VBulletin is amazing and costs $200 or so.

VBulletin is a lil easier to install, if i remember, and a bit more feature-rich, but if you just want a basic discussion forum, PHPbb will fit the bill perfectly.

Both are quite respected, solid, and reliable. You can get a custom made skin for either from a variety of designers for prices ranging from $200-600.

Use phpBB (.com) if you don't / free.
Use Invision Power Board (www.invisionboard.com) if you like having many features without having to install mods / $69.95 year.
Use SMF (simplemachines.org) if you want a free board with decent security / free.
Use Discuz! (www.discuz.com) if you have a chinese audience
