Reagan/Bush I dug the hole.. Clinton didn't try hard enough climb out sooner (they had very stong anti-terrorism plans on the table at the end of his term that had to go back through the political bureaucracy when bush came in.) Same thing would have happened the other way around... Clinton wouldn't have just pushed bush's doctrine through.. not how the cumbersome political process works.
