Just wanted to throw this out there and see if this is a solution to maybe get models on time.
What if when you have your first meeting (phone or in person) with the model you setup guidelines to the shoot... One of the parts of the contract is ok you get X amount of dollars for this shoot (say $1000 for a round number) and the shoot is at 1pm. For every 30mins you are late we deduct $50 or $100. Since you are wasting your time and money waiting for her, when you could be doing something else that is making you money.
