                                          any title with 'Programmer' (Technical Support Specialist (Jr. Programmer)) and is in California should pay more than $12-17 per hour.

                                              This is really a support assistant position, not a programming position. Our programmers are like rocket scientists. We are looking for support and programming is a plus.
