    xxx domain dies

    A SPECIAL domain for sex websites has bitten the dust at an international meeting in New Zealand today, with Australia, the US and the European Union moving to kill off a proposal for ICANN to create a ".xxx" domain for pornography.

    Amid vociferous opposition, ICANN, the international body that is responsible for internet domain names, has been considering a proposal by US company ICM Registry for the new code.

    But governments have been fighting a rearguard action to have the plan canned, with the US Department of Commerce and the European Commission writing to ICANN opposing the proposal.

    Australia brought the issue to a head earlier this week with Communications Minister Helen Coonan saying she had "serious concerns" that the domain would legitimise illegal material.

    ICANN's governmental advisory committee today put the nail in the coffin of .xxx, saying "several (governments) are emphatically opposed from a public policy perspective to the introduction of .xxx".

    The grouping - which represents governments - said special protections for children and provisions to help law enforcement agencies identify the owners of web sites promised by the registry had not been included in its contract.

    "In its application ... ICM Registry promised a range of public interest benefits as part of its bid to operate the .xxx domain," said GAC chairman Sharil Tarmizi, who represents the Malaysian Government. "To GAC's knowledge these undertakings have not yet been included as obligations in the proposed registry agreement negotiated with ICANN."

                                Whereas, on 1 June 2005, the ICANN Board authorized the President and General Counsel to enter into negotiations with ICM Registry LLC relating to proposed commercial and technical terms for the .XXX sponsored top-level domain.

                                Whereas, on 9 August 2005, the proposed .XXX sponsored TLD registry agreement was posted on the ICANN website <http://www.icann.org/tlds/agreements/xxx/proposed-xxx-agmt-09aug05.pdf> and submitted to the ICANN Board for approval.

                                Whereas, on 15 September 2005, the ICANN Board directed staff to discuss possible additional contractual provisions or modifications for inclusion in the .XXX Registry Agreement, to ensure that there are effective provisions requiring development and implementation of policies consistent with the principles in the ICM application, and to return to the board for additional approval, disapproval or advice.

                                Whereas, discussions between ICANN and ICM Registry have continued, and additional public input has been received concerning the terms of the proposed sTLD agreement.

                                Whereas, on 30 March 2006, ICANN's Governmental Advisory Committee issued a communiqué identifying public policy issues relating to the ICM Registry application <http://gac.icann.org/web/communiques/gac24com.pdf>.

                                Resolved (06.12), the President and the General Counsel are directed to analyze all publicly received inputs, to continue negotiations with ICM Registry, and to return to the Board with any recommendations regarding amendments to the proposed sTLD registry agreement, particularly to ensure that the TLD sponsor will have in place adequate mechanisms to address any potential registrant violations of the sponsor's policies.

                                  the UN wanted to take control of the internet but they had grand plans of redesigning the internet making it into something that can't really be done like better security and crap , the fuckers had no idea of what was involved in in

                                  it was just all the countries like china, iraq and a few others that wanted a slice of the pie and have greater control over the net

                                  now while it is true that the internet has grown past being a defense force network ,at the end of the day if it aint broke don't fix it , sure icann does make some crappy decisions at times but in all they are doing ok

                                        Not familiar with "UN control" biftek, tho there are plenty countries heading towards a reg authority to represent them in a neutral jurisdiction. The current ICANN shit can't last - it's too silly.

                                        Tho agree that whatever org, be that ICANN or any new org, - they are have a tendency to get carried away with themselves and start causing havoc.
