Well if "we" did not assume no sex happens in prison and had condoms available and not just say well since sex is against the rules tough. We may assist a bit. Then test people when released so that they know if they are infected. More than likely would put a good sized dent in this issue since it is a health issue.
As it stands in many areas the number of available men that are not in jail is outnumbered by the number of seeking females. This has to many men jumping from the number of selection and having girls fight over him thus increasing the exposure rates. This on the other hand is more of a social/political/economics issue.
Lastly we shall never ever allow for needle exchanges. As we all know a near pointless war on drugs is more important where the number of casualties it causes does not matter. As we all know it is so much more important to have a major health issue instead of possibly sending some message that drug use is accepted because we give out clean needles. Just like the idea that giving the HPV shot will increase teen sex, all fucking stupid.
