First of all, equipment will be a big variable in the price ( low $$$ for low end celeron, high $$$ for quad-core , memory, raid and so on ).
As for bandwith, if you choose a fix allocation of 1000 GB/month, you will be able to peak usage to 10mbps ( or even 100 if you have such a port ). Once you reach your allocation, fees per gigs can vary from anything to 0.60/gig.
You can also purchase an extra 500 gigs block for about 25.00.
Or you can choose a dedicated connection, which means you are capped to that connection. So if 3mbps gives about 900 gigs/month, it is most probable that you will not be using it all, unless you hit the cap, in that case users will have a long wait or sever not reachable.
First, establish what you need as equipment, then what you need as bandwith.
