For example, Clinton was a smart one and he has destructed Russia a lot. But now Russia vigorously improves it's economical growth, military power etc due to stupid Bush's policy.

                                            But(!!!) as a webmaster I can't be happy by Bush, because a weak US leader means US economic recession, which means less money in pockets of potential members for my paysites.

The US needs the money I guess, they're trillions of dollars in debt. You can't possibly call it "stealing" though. Countries like Africa borrowed the money on the same terms that they're paying it back on right now. If you take out a loan at a bank then come back decades later and say "sorry, i'm broke as shit and can't pay back the loan or the shitloads of interest it incurred" do you think the bank is going to say "no problem, have a great day sir!".
