Perhaps you should be asking yourself why you aren't charging a different price for a guy in China that makes $250 a month?

Give him a $2.49 rate and I am sure he will pay it. But he isn't going to shell out 1/10th of his monthly income for it... Americans won't so why did you think the Chinese would?
