I just played around with the payment setup in the Control Panel. For US and Canadian customers, you can get the join fee to show in the local currency without showing any exchange rate or converted total. Just add new subscriptions in the control panel in Canadian dollars (assuming your existing ones are in USD), and on the join page when the customer indicates they are from Canada, these new ones are the only ones that appear.
Canada is one of the 8 countries/currencies that you can do this with, unfortunately the remaining 186 countries will have this incorrect conversion.
