You also, to the best of your ability, ensure that nothing they, or their sympathizers, might see as a "good thing" results (directly) from their actions.
Most importantly, you never give them any reason to think that they’ve intimidated you. Terrorists by definition feed on fear.
Lastly, using covert means, you hunt down and take down their top leaders.
That’s pretty much all you can do.
Starting dumb ass wars like the one in Iraq is most definitely not the answer.
