Whatever we do there will always be someone fighting for the opposite...
For example - If gays went on a bombing spree and got everything they wanted there would be 100 religious groups planting bombs because they dont want it.
The only way it is possible is to take the weapons away from them, but that would put us back in the dark ages.
We cant win. We can only 'reduce the risk'.
