Nothing I know of. A digital photo contains a limited amount of information. You can't force a flat photo to look better, unless you pretty much paint over it by hand, at photo quality.
To get a good photo, you have to take a good photo. You can improve a hell of a lot with photoshop, or other filters, but it has to be based on something.
My guess is, that photo was taken well... Or, to be less evaluative, was taken to look like it does. The lighting, the camera settings, the lens, etc.
