Indians do have very good programmers, but they are not easy to hire. Plenty of job offers from major companies. You are left with the guys that no one wants to hire, exploited by greedy intermediaries.

Faced with a labour and skills shortage in India, some Indian companies have started recruiting from Sri Lanka.
Below is a huge generalization and I certainly don't mean to be racist or anything but here are the trends I have noticed personally.
Russia definitely has talented programmers. Some of the best. I had some success with outsourcing some work to Ukraine before. Having lived in Russia for several years they have a strong hacker culture (as in the illegal kind) and their IP laws aren't really enforced so that's a cause for concern as well.
As far as India, there have been a lot of successful silicon valley entrepreneurs that came from India but on the whole I've noticed they tend to be very book educated and have problems relating their knowledge to the task at hand and don't normally think outside the box to find solutions. I've found that they are very hard workers but I'm speaking of people from India in the US. I haven't outsourced anything to India.
