In today's political world one person in charge doesn't make all the much of a difference. The difference is does his/her party also have an overwhelming majority? If so then he/she has much more power to do what they have on their agenda.
If you have a democrat president and republican congress and senate there is nothing that will be done except bring out the veto pens and hope they don't have enough to override the vetoes. Or you can have a dem president and a small majority of either party and nothing will get done at all like it is now.
Until the country elects a president who is anti-establishment and bucks the current system but also elects brand new congressman and senators who fit that mold as well, then nothing in Washington will change.
