International women day is nonsense. There is nothing special being born as a woman. There should be an international men day in that case.
Mothers and Fathers days are something deserving celebration.

from what I can read at un.org its american:

"In accordance with a declaration by the Socialist Party of America, the first National Woman's Day was observed across the United States on 28 February 1909."

although it was national and the date is a little bit different...

I would rather take the 1910 there as a starting point..
