It will take 10-20 small guys to get together identify their © content hire an attorney and start a class action. As most of you know © now extends to 75 years after the owners death and each infringement can be awarded up to $150,000.00. Target the hosting company and the site owner.
The problems start when they are offshore ?

Another possible approach is to contact ICANN and report the infringements to them, if enough people do this ( as a group ) ( with proof ) ICANN may take down or ban the URL ?: 2 cents:
