If you're going to do it yourself, that's pretty much how it goes... Design simple WAP / XHTML pages that have dynamic links to content on your server. Use the WURFL,
http://wurfl.sourceforge.net, to look up the phone's user agent and match it as closely as possible to best format, width and height to the content you have to create those links. You can also integrate with companies like Bango to provide a billing solution via WAP (not SMS), where a user tries to get content but is sent through Bango and redirected back to the actual content download page after they've made a payment, for example.
My personal experience - all the effort and time put into it was not worth the return.
