The main reason is because the TV and movie industry are union driven. There are producer, director, actor, writer and crew member unions. The studios got a taste of what would happen this past week. they decided they were going to air the golden globe awards even if there was a picket line. Once the writers guild said they would picket the actors guild told it's members not to attend and they all agreed. With no nominees to get and no actors to present the awards there is no show. It was canceled and studio is missing out on millions in lost revenue from commercials.
If the studios just said fuck the writers and started taking scripts from unknowns they might get some great scripts, but without any name recognizable stars or directors they have nobody to draw people to the box office. Without the producers and crew they would have to make the movies with unknown actors, unknown and untested directors and producers and inexperienced crews. If the movies actually came out decently they would then have to market them on plot alone because they have name behind it. It might work for a few movies, but not very many and how many millions would the burn through in flops and failures trying?
So to do this they would have to break all the unions at once. It could be done but it would be messy and cost millions and millions of dollars.
