Bill Clinton dropped more bombs on Iraq than BUSH 1 did during the first gulf war.

And don't forget that Clinton imposed sanctions on Iraq that are said to be responsible for 1.2+ million deaths. And they didn't achieve anything.
And he created the Iraq Liberation Act of 1998 - a Congressional statement of policy calling for regime change in Iraq.
