Yep, they pay part of the filing fee when they are too broke to afford the whole thing, or when they are too stupid to get it right the first time.
The court will almost accept things on a napkin. That doesn't mean they meet the standards for filing nor does it mean that they are properly formatted according to accept standards, i.e. what the style guides speak of.
