That whole article makes no sense. Politicians have the right by audit to purchase local media, tv/radio, at the lowest rates charged advertisers the year of elections. If a local merchant buys a 60 sec radio spot during drive time for 10 dollars then political parties are entitled to buy campaign spots for that same rate.
Local privately owned media outlets have to be very careful what they charge local advertisers during the year because politicians can take that low rate and purchase time during the busy fall retail season ruining the stations profits. This is supposed to keep a level field with costs the same for each candidate regardless of a stations political leanings.
But a major tv channel can set their own candidates? That makes little sense.
