if you don't have enough tgp's to justify a dedicated box or don't know how to run a dedicated box then just go with shared or fully managed.
static tgp's are pretty useless unless you really like updating things manually.
Unless all of your tgp's are getting 6-700,000 uniques a day combined you don't have to worry about the added server load of having dynamically generated content. your box will suffer from excessive I/O operations before it gets bogged down by running cgi/php.
