You guys missed the "Doesn't understand how this works" qualifier at the beginning of his statement:
"Static basically means no hosting/running of scripts allowed (no PHP/CGI, just .html pages, images and files), which takes a huge load off a server and support staff, which eventually means less workload and lower prices."
