I don't know about cabbies finding you a hook-up. My weed/cabbie experience went like this:
My buddy and I took a cab to hit some bars in downtown Cleveland. The driver was an African dude and seemed really cool. So we asked him if he minded if we tagged a bowl on the ride. He let us, my friend gave him a bud for later, since he didn't want to smoke while working. Then about 5-10 minutes later, the driver saw another fellow cab driver and flagged him down with his arm out the window to pull over. So we pull over on the side of the road and the driver of our cab gets out, says a couple things to the other driver, then comes back and tells us to ride with the other cabbie. I thought that was extremely weird and thought we were about to get into some shit, either taken to the po station or ripped off. But, got dropped off at the right spot, paid normal fair+tip and that was that.
