Bad idea to put the fenders on the wheels and have them turn with the wheels. That was done back in the 20's or 30's and they found it ended up working like an airplane rudder and caused crashes.
It must be classified as a motorcycle if they are able to sell it with no bumbers. I'll agree though it is pretty ugly.
