they might be regulated by the government where some services are free and others are not.
it depends on how budget they have for their services.
it's like in Toronto can't get a draw and ship service out no matter what you do unless you can some how make your own private practice. but there is draw and ship stations in Vancouver and Montreal, but not Toronto and i still don't understand how that works.
