Of course, the main blame (80%) falls on Saddam for this unfortunate outcome of war, but you can also blame the Iraqi people (20%) for tolerating Saddam and the Baathists as long as they did. When you allow bad government, all sorts of terrible things happen, such as wars. If you were to say that the German people also deserved a share of blame for electing and tolerating Hitler, I would agree with that too.
