Sure is, quite a few. We are based in one now which does not invade other nations based on lies, does not engage in torture, is for some reason held up as "the best example of democracy in action", but, has been known to steal on a few occasions (for personal gain of course
).
Would you trust any govt?? Hell no.
But there are plenty who do comply with international and domestic law and don't create excuses to invade other nations over greed.
