                                              First time I heard it was in Mystery Science Theater 3000: The Movie in 1996. Though I am pretty sure they used it in some of their earlier episodes as well.

                                                  I think its Eddie Murphy from Delirious. When he was doing his drunk dad and talking about the dog shitting everywhere and them not picking it up and he said this is why we can not have nice things.
