it's nifty.
you don't need it to participate, but basically it is a piece of paper that says "i know wtf i'm doing".
the level i am at now, i believe i can run tech inspection, do timing and scoring, and other things around the track.
i am hoping with a few more events next year i can re apply and get the license for Chief Driving Instructor. then i get to yell at people when they do stupid shit out on course.
