Laws in Hong Kong are very different from that of Mainland China, you may want to brush up on that before trying to go after him. They dont hold executions in HK.
And as far as precedent, recently the Hk government went after a guy in who was uploading recently released Chinese Movies online through P2P. Not sure what the outcome of the case was but Im sure you can google it.
