No it's not. They created flash but they didn't not create the Flash 8 codec.
www.on2.com is the company that did. They make Flix pro which is the best and most versatile Encoding tool anywhere for Flash 8 video.
I would still suggest using the Flash CS3 Video Encoder. It's the easiest out there. There's also a program called Mediacoder that handles the most codecs of any free encoder I've ever seen.
